Because it costs $300 dollars a pound to lift cargo into orbit, uniforms of the USSF are basically tee shirts and shorts.  Really, really horrible shorts with cuffs that should be grounds for prosecution.  The caps are there because the quartermaster despises the service and wants to exact his petty revenge.

Note the man on the right in the coveralls.  High command took one look at his legs and bent the regulations to save everyone an eye bleaching.
