Mind you, that sort of thing hasn't prevented some fairly interesting designs from being put forward.  This one of a Moon base has the requisite domes and rocket landing fields, plus a solar power farm and an magnetic catapult to launch spaceships into lunar orbit─ If that's your idea of a good time.
