This illustration is jumping the gun a little.  Yes, it is a Moon outpost, but it isn't on the Moon.  It was actually meant to be built in Denver, Colorado in a huge spherical vacuum tank where it would serve as a "lunar simulator".  That way they could try out all the Moon colony hardware without carting it a quarter of a million miles before seeing if it worked.  And if everything came of well, then the simulator itself could serve as man's first home on the satellite.

Unfortunately, no one could figure out how to get it out the door.
